The Florida Building Code opens with an administrative chapter. It is not about beams or breakers — it is about who may permit, how work is inspected, what enforcement looks like, and when a permit dies. It is the chapter that decides how a project is run rather than how it is built.

Riviera Beach publishes its own amendments to that chapter. A document titled "Riviera Beach Amendments to the Florida Building Code" sits on the City’s own file store, and what it amends is Chapter One. The practical consequence is simple and easy to get wrong: a contractor who knows how permitting works in the next municipality does not, by that fact, know how it works here. Procedure in Riviera Beach is a local instrument, adopted deliberately, and it has to be read rather than assumed. That is the first thing we do on any Riviera Beach project — and because the version on file is captioned for an earlier edition of the code, reading it also means confirming with the Building Services Division which version is current before a drawing is finished.

What these two projects show.

A laundry stack inside a kitchen run is a planning decision

Stacking a washer and dryer into the cabinetry means the supply, the waste and the ventilation are all resolved at first fix, in a room that also has to work as a kitchen.

Small units are won on the floor plan

On a compact unit the difference between cramped and comfortable is where the doors swing and where the floor changes. Both are drawn, not improvised.

The light in the second set’s niche was run before the tile went on and is sealed behind the waterproofing. There is no version of that decision made late.

The City publishes a document titled "Riviera Beach Amendments to the Florida Building Code", and what it amends is Chapter One — the administrative chapter governing permits, inspections and enforcement.
Why Chapter One is the interesting one
Amending a technical chapter changes how something is built. Amending Chapter One changes how the project is run: who applies, how it is reviewed, how it is inspected and how it is enforced.
The edition caution
The published amendments document is captioned for the 7th Edition (2020) of the Florida Building Code. The edition in force is the 8th (2023). We do not treat the published file as current — we confirm the applicable version with the Building Services Division, in writing, on every job.

What the Division does
It "enforces construction related codes, reviews development plans and all building related permit issues", and is "also responsible for the issuance of certificates of occupancy while performing mechanical, electrical, plumbing and building inspections".

The City’s Development Services page states inspections can be scheduled up to three business days in advance. The sentence is truncated on the live page, so confirm the current window when you book.
Counter and scheduling hours
Counter hours are Monday to Thursday 8:00 AM to 4:00 PM and Friday 8:00 AM to 12:00 PM, with inspection scheduling Monday to Thursday 8:30 AM to 4:00 PM — so there is no Friday inspection scheduling at all.
Flood and the CRS
The City participates in the National Flood Insurance Program’s Community Rating System and publishes CRS material alongside basic flood information and the Flood Insurance Rate Map. What that means for an insurance premium is between you and your insurer.
What is not ours to state
Fees, review durations, any CRS discount and any flood-zone determination for a specific address are the City’s or your insurer’s to answer. We ask with you rather than guessing.
