What to know before a major remodel in Miami-Dade

Who issues the permit. Each city in Miami-Dade has its own Building Official who issues building permits within city limits. In unincorporated Miami-Dade, permits come from the county’s Department of Regulatory and Economic Resources (RER). A city permit can still need county reviews, such as water and sewer, environmental (DERM) or impact fees. Miami-Dade permit guidance
High-Velocity Hurricane Zone. The Florida Building Code places Miami-Dade in the HVHZ. Exterior walls, roofing, doors, windows and skylights must meet impact criteria or be protected, and many envelope products carry a Miami-Dade Notice of Acceptance (NOA).
Flood zones and the 50% rule. In a FEMA flood zone, a remodel or addition costing 50% or more of the building’s market value requires the whole house to meet current flood-elevation rules. Our guide to the 50% rule explains the math and the 2025 Florida law change.
Condo and co-op buildings. Miami-Dade runs a building recertification program, which keeps the 40-year schedule for buildings from 1982 or earlier. ADUs. In unincorporated Miami-Dade, county rules allow one accessory dwelling unit on qualifying single-family lots inside the Urban Development Boundary. Each city sets its own rules.
