Under Florida Statute 553.792, a local government has to approve, deny, or approve-with-conditions a complete application within 30 business days for smaller structures, and within 60 business days for structures at or above 7,500 square feet (a threshold that also applies to certain multifamily and other larger project types). The building department must also tell an applicant, in writing, within 5 business days of submission what’s still needed to consider the application complete. Threshold buildings add a layer.
Florida defines a “threshold building” as any structure greater than three stories or 50 feet in height, or an assembly-occupancy building exceeding 5,000 square feet with an occupant load over 500 — a definition a lot of mid-rise commercial and mixed-use projects in the tri-county area meet without anyone thinking of them as unusual. Threshold buildings require a structural inspection plan prepared by the engineer or architect of record and approved by the building official, carried out by a qualifying special inspector — a Florida-licensed PE with specific structural design and field-inspection experience on threshold buildings.

Fire marshal, life safety, and occupancy classification.
Commercial construction documents have to include a life safety plan, occupancy classification and occupant load calculations, and often fire flow calculations — and fire marshal review typically runs as its own track, separate from the building department’s plan review, with its own comments and its own sign-off before a Certificate of Occupancy is issued. It’s a second reviewing authority residential-scale projects generally never encounter.
