Division 32 — Unit paving

The pavers are
the last four inches
of the job.

Almost every failed pool deck we are asked to fix failed underneath. The base was not compacted in layers, or the deck was laid dead flat with nowhere for water to go, or there was no edge restraint so the field slowly crept outward and the joints opened.

A paver deck is a flexible pavement. It is designed to move a little, which is exactly why it copes so well with South Florida ground and why a cracked concrete deck is so often replaced with one. But flexible only works if the layers beneath it are built properly and the perimeter is restrained.

Around a pool there are two extra constraints: the coping has to be set to the water level rather than to the deck, and the deck has to fall away from the pool and the house so that splash-out and rainwater leave rather than pond.

The visible unit is the thinnest of them. Almost all long-term performance is decided by the three you never see.

A deck laid flat looks fine on day one and ponds by the first heavy season. Falls are set in the base, not made up in the bedding sand.

What a paver deck is actually made of

Six components, from the ground up. The pavers are the only one you will ever look at.

Subgrade & base

Where the deck either lasts or does not.

The existing ground is prepared and a compacted crushed-limerock base is built in layers, each compacted before the next. Compacting one thick layer leaves the bottom of it loose, and that is where settlement comes from. The falls are formed here, not later.

Suitability. Every paver deck. Depth varies with subgrade and expected loading.

Maintenance. None once built, which is why it is worth getting right.

Bedding layer

A thin, uniform setting bed — nothing more.

A shallow screeded layer that lets each unit seat evenly. It is not a levelling layer: using it to correct a poor base simply relocates the problem, because a thick bedding layer consolidates unevenly under traffic.

Coping

The one element set to the water, not the deck.

Bullnose or square-edge units at the pool edge, usually mortar-set rather than sand-laid, with a slight overhang above the waterline tile. Coping is levelled to the pool, and the deck is then brought to it — never the other way round.

Paver units

The visible layer, and a real decision about heat.

Concrete pavers, porcelain pavers or natural stone such as travertine or shellstone. In this climate surface temperature underfoot and slip resistance when wet matter far more than they would anywhere else.

Edge restraint

The cheapest component and the most skipped.

A restrained perimeter — concrete haunch or a proprietary edging spiked into the base — that stops the field creeping outward. Without it, joints open progressively from the edges inward and the pattern drifts.

Joints & drainage

What keeps it stable and dry.

Joint sand — often polymeric — locks the units together so they act as a field rather than as loose pieces, while still allowing water through. Where the deck cannot fall away freely, a channel drain gives the water somewhere to go.

Systems analysis

Four reasons pool decks fail

All four are avoidable, all four are decided before the first paver is laid, and none of them is about the pavers themselves.

One

Base compacted in one pass

Crushed limerock has to be built and compacted in layers. Placing it all at once and compacting the top leaves the bottom loose, and that is where the dips appear a season or two later — usually exactly where the foot traffic is heaviest.

Two

No fall, or fall in the wrong direction

A deck laid dead flat looks correct on the day and ponds within a season. Water must leave the pool edge and the building, and that fall is formed in the base. Correcting it afterwards means lifting the deck.

Three

No edge restraint

Without a restrained perimeter the field slowly creeps outward under traffic. Joints open from the edges inward, sand escapes, and the pattern loses its lines. The restraint is the cheapest component in the whole build-up.

Four

Coping set to the deck

Coping is levelled to the pool, and the deck is then brought to it. Setting coping to follow an imperfect deck produces a waterline that visibly is not level, which is the one thing everybody notices.

Do those four properly and a paver deck will outlast a poured concrete one in this ground — and when something does need attention, individual units lift and go back rather than requiring a saw and a mixer.

The workhorse: widest choice, easiest to repair, best value.

Division 01 — approvals

Permits, barriers and drainage

Pool decks touch three regulated areas at once: the pool barrier, site drainage and impervious area. All three are worth checking before you design.

Commonly engaged

Pool barrier requirements, which are strictly enforced in Florida.
Impervious-area limits on the parcel, which paving can push over.
Site drainage — where water goes once the deck sheds it.
Setbacks, where the deck extends toward a boundary.
Association or HOA approval for materials and colours.

Often simpler

Like-for-like replacement of an existing deck within the same footprint.
Re-jointing, re-sanding and re-sealing an existing deck.
Lifting and relaying a settled area.
Replacing damaged individual units.
Sealing or colour-refreshing an existing surface.

Pool barriers

Florida enforces pool barrier requirements strictly, and deck work that alters a gate, a fence line or a self-closing mechanism engages them. This is a safety requirement, not a formality.

Impervious area

Most parcels have a limit on how much can be paved. Extending a deck can push a property over it, and permeable options are sometimes the resolution.

Drainage

Water leaving the deck has to go somewhere that is not your neighbour or your own foundation. On flat lots this frequently means a channel drain and a considered discharge point.

Screen enclosures

Where a deck sits under or beside a screen enclosure, the footings and anchor points constrain both the layout and the excavation.

Existing slab

Overlaying an existing concrete deck is sometimes elegant and sometimes a way of burying a problem. A cracked, moving slab will telegraph through the pavers.

Thresholds

Raising the deck level changes the relationship with door thresholds and with the drainage away from the house. It is checked at survey.

Utilities

Pool equipment lines, irrigation and low-voltage lighting all run beneath decks and are located before excavation.

Association approval

Materials and colours are frequently controlled in managed communities, and that approval runs separately from any permit.

Each is a genuine trade-off. Nothing below is presented as the obvious answer.

Four layers, an edge and a joint. Only one of the six is visible when the deck is finished, and it is the least important to how long it lasts.
