North Palm Beach publishes the sentence most municipalities have quietly stopped writing: permit applications may not be submitted via facsimile, e-mail or USPS. They are handed in, in person, between seven in the morning and a quarter past three. Everything else about permitting here follows from that — the notarised signature, the signed contract, the registration you complete before you turn up at all.

Florida statute requires licensed contractors for work in multi-family housing, so it changes who can hold the permit.

Above two thousand four hundred and ninety-nine dollars the signatures have to be notarised, and above five thousand a notice of commencement is recorded.

The reality

The permit can be issued and still go nowhere.

There is a specific trap in the Village’s published process and it catches people who have done everything else right. The master permit can be issued without the subcontractor list and without the subpermit applications — so it feels like a finish line. It is not. Inspections for those trades cannot be scheduled until the respective subpermits have been issued, and separately, if the recorded notice of commencement is not handed over at issuance the permit is placed on hold immediately and nothing is scheduled at all.

How Elbaz Construction runs a remodel on a North Palm Beach property, from registration to a closed-out permit.

  1. Complete contractor registration first

    The Village states registration must be completed prior to building permit application submittal, with all licence and insurance information current.

  2. Check the building type

    Florida statute requires licensed contractors for work in multi-family housing, so a condominium rules out the owner/builder route.

  3. Verify the utility approval before you submit

    Approval from Seacoast Utility Authority is a submittal requirement the Village asks you to verify prior to permit submittal.

  4. Get the contract signed

    A contract signed by the owner is required for all permit applications regardless of value.

  5. Notarise where the value requires it

    Signatures must be notarised where the valuation is greater than two thousand four hundred and ninety-nine dollars, and for every owner/builder application.

  6. Draw it to the Village’s limits

    Two sets of plans showing the entire scope, at a maximum size of twenty-four by thirty-six inches, with a graphic scale.

  7. Hand it in, in person

    Monday to Friday, seven in the morning to a quarter past three. Not by fax, not by email, not by post.

  8. Record the notice of commencement in time

    It is requested at issuance of the master permit, and if it is not provided the permit is placed on hold immediately.

  9. Get the subpermits issued before you need them

    The master permit can issue without them, but the inspections for those trades cannot be scheduled until they are issued.

  10. Close the permit out

    Final inspections — in person, or virtually where the Village offers it — and the documentation handed over.

Nothing above is a North Palm Beach requirement unless it says the Village states it, and several items apply only where applicable to your particular scope. Utility approval is Seacoast Utility Authority’s to give, and the Village asks you to verify prior to permit submittal rather than assume.

An outdoor structure is where the Village’s submittal list becomes obvious rather than bureaucratic. A dock, a pool, a deck and a freestanding cover all need signed and sealed plans, a property survey, and — where any part of the property sits in a flood zone — a drawing that delineates the flood hazard area, the base flood elevation and, in coastal high hazard areas, a building sited landward of the reach of mean high tide.

Living with it

Salt on a canal is relentless

Ironmongery, fixings and appliance housings near the water earn their finish. Specify for salt, then for looks.

Keep the notice of commencement copy

It is the document that gates your inspections, and a copy in your own file is worth having.

Keep the closed-out permit

A closed permit and its documentation are what prove the work was done properly when the property is next sold.

Silicone is a consumable

Wet-area joints are maintenance, not permanent. Plan to renew them.

What the Village publishes, in order

Every item below is stated by the Village of North Palm Beach in its own Permit Application Submittal Requirements, read on 21 August 2026.

In person, and only in person

The Village states that building permit applications may be submitted in person during normal business hours, Monday through Friday from 7:00 am to 3:15 pm, and that permit applications may not be submitted via facsimile, e-mail or USPS.

Registration precedes application

Contractor registration must be completed prior to building permit application submittal, and all licence and insurance information must be current for registered contractors applying for a new permit or subpermit.

A contract at any value, notarised above a threshold

A contract signed by the owner must be submitted for all permit applications regardless of value. Signatures must be notarised if the valuation is greater than $2,499, and for all owner/builder applications. A notice of commencement is required above $5,000, except for mechanical permits above $15,000.

The plans have a maximum size

Two sets of plans showing the entire scope of work, with a maximum plan size of twenty-four by thirty-six inches, and a graphic scale required. Product approvals go in twice, with design pressures and attachment details indicated.

Someone else has to approve the utilities

Approval from Seacoast Utility Authority is a submittal requirement, and the Village asks that it be verified prior to permit submittal.

If the recorded notice of commencement is not provided to the Village upon issuance of the master permit, the permit is placed on hold immediately and no inspections are scheduled until it is received. Separately, the master permit may be issued without the subcontractor list and subpermit applications — but inspections for those trades cannot be scheduled until the respective subpermits have been issued. HOA approval is requested at submittal for all condominium work, excluding air conditioning and water heaters, and required by permit issuance.
