What actually counts as "whole-home."
A whole-home renovation doesn’t necessarily mean demolishing the house to its studs and slab, though it can. More often it means keeping the structural shell, footprint, and roofline the homeowner likes, while gutting and rebuilding everything inside it — every wall finish, every fixture, every linear foot of wire and pipe, and frequently the layout itself, opening up rooms that were chopped up by 1970s-era construction habits. The defining feature isn’t demolition intensity; it’s scope. If the project touches every major room and every major system in one continuous construction period, it’s a whole-home renovation rather than a series of individual remodels.

Florida’s new HB 803 exemption, effective July 1, 2026, lets homeowners skip a permit for isolated work under $7,500 that doesn’t touch electrical, plumbing, mechanical, gas, or structural systems — but a genuine whole-home renovation blows past that threshold on essentially every front. Expect a full permit package: building, electrical, plumbing, and mechanical at minimum, often with structural engineering drawings if walls are moving or the roof structure is affected. Every open permit on a property also gets counted toward flood-compliance calculations, which matters more here than on almost any other renovation type we handle.

The FEMA 50% rule and older tri-county homes.
A large share of pre-1990s homes in Miami-Dade, Broward, and Palm Beach sit inside a FEMA Special Flood Hazard Area, and federal floodplain rules — the “Substantial Improvement” rule under 44 CFR 59.1 — require that once cumulative renovation cost reaches 50% of the structure’s market value (not the land, and not counting the cost of the land), the entire structure must be brought up to current flood code. That can mean elevating mechanical and electrical equipment at least one foot above base flood elevation, or in more severe cases, elevating the structure itself. The lookback period that determines what counts toward that 50% varies by city — Miami uses a two-year cumulative window, Miami Beach uses one year, and other municipalities use longer windows — so a homeowner who did a $40,000 kitchen two years ago and is now planning a $150,000 whole-home renovation needs that math run before design starts, not after.

2 Will renovating my whole house trigger the FEMA 50% rule?
Only if your property sits in a FEMA-designated flood zone and your renovation cost, combined with any other permitted work in the applicable lookback period (one to two years depending on your city), reaches 50% of your home's structural market value. 3 Do I have to move out during a full home renovation?
For a genuine gut renovation, yes, in most cases — there typically isn't a functioning kitchen or bathroom for a meaningful stretch of the project. Some homeowners phase the work by wing to keep part of the house livable, which extends the timeline but avoids relocation.
4 What permits does a whole-home renovation actually require in Miami-Dade?

7 Can I keep my home's existing footprint and just redo everything inside?
