Most municipalities tell you which form to use. Highland Beach tells you which VERSION of it — and that single sentence tells you a great deal about how precisely everything else here is run.

The Town states it without hedging: “The Building Department only accepts the January 2024 Edition of the Universal County-Wide/Municipal Building Permit Application.” A superseded edition of the correct form is not a late submittal, it is not a submittal at all — and a form downloaded from a bookmark two years old looks identical until it is rejected.

The delivery route is equally definite. “All new submittals and revisions must be submitted online using the below links to the Building Department Online Portal.” There is no paper route and no counter alternative, for first submittals or for revisions. And every contractor “must re-register with MyGovernmentOnline for new permits.”

Highland Beach's Building Department is unusual in South Florida: it issues permits for a municipality that is not itself. Knowing which portal a property belongs in is the first question, not a detail.

Highland Beach provides all building permits and inspection services for the Town of Gulf Stream under an interlocal agreement, and runs a separate customer portal for it. The work a coastal residential town actually generates

Highland Beach is a narrow strip of residential property between the ocean and the Intracoastal. The work here is covers, terraces, decks and enclosures. These are Elbaz Construction projects in South Florida; none is presented as a Highland Beach project or as having been permitted by the Town.

Six things that decide whether Highland Beach takes your file

The Town's published requirements are short, precise and absolute. That combination means a file is usually either accepted cleanly or not accepted at all, and the difference is decided before submission.

The edition of the form

The January 2024 Edition of the Universal County-Wide/Municipal Building Permit Application, and no other. A form saved to a folder last year is the commonest way to fail this, because nothing about it looks wrong.

The right portal for the property

Highland Beach runs its own customer portal and a separate one for Gulf Stream. A Highland Beach property goes in the Highland Beach portal; the other exists because this department serves another town as well.

Contractor registration, checked again

“All contractors must re-register with MyGovernmentOnline for new permits.” It is verified at the point of a new permit rather than assumed from a previous one.

Online, including revisions

“All new submittals and revisions must be submitted online.” The revision route is named explicitly, which closes the usual assumption that a small change can be handled another way.

A programme that fits the permitted hours

Town Code Section 12-6 sets when work may happen. A programme built on a standard construction week will not survive contact with a Saturday that ends at three and a Sunday that does not exist.

Whether an impact fee change date is in play

The Town published that Palm Beach County impact fees changed effective 1 January 2026. Where a project straddles a change date, that is a question to settle with the County rather than discover afterwards.

None of this is difficult, and all of it is knowable in advance, which is the useful thing about a town that publishes absolutes. The failure mode in Highland Beach is not a complicated requirement misunderstood; it is a simple requirement assumed. The edition of a form is the clearest example there is.

A form has no visible expiry. A superseded edition of the Universal County-Wide/Municipal Building Permit Application looks exactly like the current one, and a copy saved to a project folder eighteen months ago will be completed in good faith and rejected. By naming the edition the Town converts an invisible failure into a five-second check. Download it fresh at the time of filing, every time.

One department, two towns, and what that means for you

Highland Beach provides all building permits and inspection services for the Town of Gulf Stream under an interlocal agreement, while Gulf Stream retains its own zoning authority. That is why two customer portals appear on this department’s page. For a Highland Beach property none of that applies — use the Highland Beach portal — but it explains an arrangement that otherwise looks like a mistake, and it means this department reviews more work than a town of this size would suggest.

The construction week is shorter than the standard one

Section 12-6 permits work on weekdays from 8 a.m. to 6 p.m. and on Saturdays from 9 a.m. to 3 p.m., with nothing on Sundays or on six named holidays. In a residential coastal town that is entirely reasonable and it is also a real constraint: a programme assuming long days and weekend catch-up will drift, and the drift compounds across a long project. We model the hours at programme stage rather than discovering them.

Impact fees are the County’s, and they have change dates

The Town published notice that Palm Beach County impact fees changed effective 1 January 2026 at 12:01 a.m. The fees are levied by the County, the amounts are the County’s, and this page does not reproduce them. What matters for planning is that change dates exist, and that a project near one should have its position confirmed with the County rather than assumed from an earlier quotation.

What actually drives a Highland Beach budget and calendar

We do not publish prices, and we do not publish review times as if they were ours to promise — the Town publishes none. What can be published honestly is which variables move them, and in Highland Beach the biggest one is the calendar rather than the drawings.

Weekdays 8 to 6, Saturdays 9 to 3, nothing on Sundays or six holidays. That is materially fewer working hours than a standard programme assumes, and the gap compounds across a long job.

Timber soffits and lined ceilings conceal structure, fixings and electrical. Sequencing inspections before lining is the difference between a smooth close-out and taking a ceiling down.

A cover tied into an existing house depends on what that house can carry, which has to be verified rather than assumed on a property that may have been altered before.

The Town published one for 1 January 2026. Fees are the County’s, but the date is a planning fact worth confirming rather than inheriting from an old estimate.
