Open the permitting page of most municipalities and you find steps. Open Lazy Lake's and you find documents — which tells you something true about how building here actually works.

The Village's “Permitting and Code Enforcement” page is a list of formal interpretations and code documents: FI-25, FI-26 Swimming Pool Safety Inspections, 2020 Code Compliance Info, Section 107.3.5 – Photovoltaic, 110.3 Required Inspections, Section 105.3.2.5.1 and a spreadsheet of City Assignments for Structural CCCOs, with a direct link to Broward County’s Code Appeals document on air-conditioning replacements.

Alongside those it publishes three of its own: the Village of Lazy Lake Land Development Regulations, the Lazy Lake Plan, and the Charter — the Senate Bill creating Lazy Lake. Because Lazy Lake publishes documents rather than steps, the useful skill here is knowing which document answers which question. These are the four, and they do not overlap.

The Village publishes the Board’s material directly: formal interpretations FI-25 and FI-26 Swimming Pool Safety Inspections, Section 107.3.5 – Photovoltaic, 110.3 Required Inspections, Section 105.3.2.5.1, 2020 Code Compliance information, and a link to the County’s Code Appeals document on air-conditioning replacements.

Suitability. This is where technical questions are answered — what has to be inspected, how a pool safety inspection works, what a photovoltaic installation requires. Those answers are countywide and are not Lazy Lake's to vary.

The work a lakeside lot actually generates

Lazy Lake is a residential enclave of individual houses on generous lots. The work here is entries, glazing, terraces and enclosures rather than anything commercial. These are Elbaz Construction projects in South Florida; none is presented as a Lazy Lake project or as having been permitted by the Village.

Tab 04 — Reading the rules yourself

Six documents, and what each one settles

When a village publishes documents rather than steps, the applicant has to do the reading that a large department would otherwise do for them. This is what is in each, and the order they matter in.

The Land Development Regulations, first

Before anything is designed. This is the only document on the Village list that decides what may be built on a Lazy Lake lot, and it is local rather than countywide.

110.3 Required Inspections

A Broward County Board of Rules and Appeals document, published by the Village. It settles what actually has to be inspected, which is the spine of any construction programme.

FI-26, if there is a pool

Swimming Pool Safety Inspections, published as a formal interpretation. On a residential lot with a pool this is not optional reading, and it is the kind of item that is discovered late when nobody looked.

Section 107.3.5, if there is photovoltaic

Published specifically because solar sits awkwardly across trades. If the project includes it, this is the interpretation that governs how it is treated.

The A/C replacement document

The Village links Broward County’s Code Appeals document on air-conditioning replacements directly. Mechanical replacement is the commonest small permit anywhere, and here the governing document is named.

The vacation rental Certificate of Compliance

Separate from construction entirely, but it belongs in the same reading: a Certificate of Compliance is required before a property is rented short term, with the Village’s own inspection checklist behind it.

The advantage of a village that publishes its sources is that nothing is second-hand. The disadvantage is that nobody is going to summarise them for you at a counter. That is the actual service on a Lazy Lake project: reading the governing documents for the specific lot and the specific scope, before design rather than during review.

Lazy Lake is one of the smallest municipalities in Florida. That is a genuine fact about how a project runs here, and pretending otherwise would not help anyone. These are the five things it changes.

Seven things we do because the Village publishes sources

Where a large city hands you a checklist, Lazy Lake hands you the governing documents. These are the checks that turn that into a programme, in the order we do them.

Read the Land Development Regulations for the lot

The only document on the Village list that decides what may be built here. It is read for the specific lot before design starts, not inferred from a neighbouring municipality.

Why a reading list is the honest thing to publish

A municipality of this size does not run a large plan review operation, and publishing an invented step-by-step process would imply one. What Lazy Lake publishes instead is the actual governing material: county formal interpretations by number, and its own land development regulations. That is more useful, not less, provided somebody reads it. **We do that reading for the specific lot and the specific scope before design starts.**

The Land Development Regulations, and why no figure appears on this page

The Village publishes its Land Development Regulations as a scanned document, and its text cannot be extracted reliably. So this page states no setback, height, coverage or dimensional figure for Lazy Lake at all. The regulations govern, and they are read from the document itself for the parcel in question. Publishing a number we could not verify would be worse than publishing none.

What this page does NOT claim

Lazy Lake is an enclave, and small municipalities sometimes contract permitting to a neighbour. No such arrangement was verified for Lazy Lake, and the Village lists its own Building Department, so this page does not claim that any other city issues its permits. Where such an agreement genuinely exists and is published — as it is between Gulf Stream and Highland Beach — it should be named. Here it is not.

Short-term rental is a separate permission entirely

The Village’s vacation rental programme took effect on 15 November 2023, requires a Certificate of Compliance before a property is rented as a short-term or vacation rental, and has its own published inspection checklist. It is not a construction permit and a construction permit does not produce it. If a property is intended for rental, that checklist is worth reading while specifications are still being chosen.

What actually drives a Lazy Lake budget and calendar

We do not publish prices, and we do not publish review times as if they were ours to promise. What can be published honestly is which variables move them — and in a village that publishes documents rather than procedures, the first one is reading.

What moves the number

Whether the governing documents were read before design

The Land Development Regulations decide what the lot may carry. Reading them first is a conversation; discovering them afterwards is a redesign.

The county inspection list, worked into the programme

110.3 Required Inspections is published for exactly this purpose. A programme built around it flows; one built without it stops repeatedly.

Whether a pool is involved

FI-26 governs swimming pool safety inspections, and barrier requirements shape decking, gates and enclosures together. On a residential lot this is frequently the constraint that sets the outdoor layout.

Water frontage

Seawall and dock work sits under authorities beyond the Village and runs on its own track. On a canal lot it is a second project, coordinated with the first rather than folded into it.

How much of the envelope is being opened

Entries, glazing and rough openings carry product approvals and dimensional checks. Choosing once, at design, keeps that from becoming a revision.

Whether the property will be rented short term

A Certificate of Compliance and its inspection checklist can affect specification decisions, and it is far cheaper to know that before finishes are chosen than after.

What happens after issue

The regulations outlive the project

What the lot may carry, and what has already been used, constrains what a future owner can add.

County interpretations continue to apply

They are countywide and they change independently of anything the Village does, so a long project checks them again rather than once.

Waterfront structures carry their own maintenance obligations

A seawall cap and dock decking are permanent works with their own lifecycle, separate from the house.

The rental certificate is renewable, not permanent

It is a compliance status attached to the use of the property, not a one-off approval attached to the construction.
