Tab 01 — What the City actually publishes

The checklist is
the whole file.
It is longer
than you think

Most cities publish a permit application. Pompano Beach publishes a checklist per permit type, filterable by residential or commercial, and the one for an addition names every form, every drawing, every report and every inspection.

The surprise on the Pompano Beach Addition Checklist is not any single item. It is that the Broward County Uniform Permit Application appears five separate times, with a different box checked on each one: Building, Floodplain, Electrical, Mechanical and — where there is pipework — Plumbing. Floodplain is filed under the Other box, which is the item people miss most reliably, because nothing about the word “other” suggests a flood review.

Fenestration and roofing can need their own applications again, and roofing additionally takes an HVHZ Permit Application for Roofs. Then a Zoning Compliance Permit Application, a Tree Permit Application, and on commercial work a Fire Review Application. Six or more separate applications, before a single drawing is counted.

Times the same County form is filed

The Broward County Uniform Permit Application, submitted five separate times with a different box checked: Building, Floodplain (under “Other”), Electrical, Mechanical and Plumbing.

Numbered building inspections

The City publishes the sequence for an addition, from BLDG FOOTINGS and BLDG FORMBOARD SURVEY through to BLDG FINAL SURVEY and BLDG FINAL STRUCTURAL. Trade inspections sit on top of those.

Landscape inspections, starting with a meeting

The tree permit carries its own sequence, and it opens with a PRE-CON MEETING before anything is touched. Trees are not a clearance task here; they are their own permit with their own inspections.

Six applications, and the licence behind each one

A Pompano Beach addition is not one application signed by one person. The City names who may submit each form, and in most cases it is a specific licensed trade — which means the package cannot be assembled by one office at the last minute.

Broward County Uniform Permit Application

Filed five times over, one box checked per discipline

The City's checklist asks for a completed Uniform Permit Application with the Building box checked from a licensed general contractor or owner/builder; another with the Other box checked for Floodplain, from the applicant; another with Electrical checked from a licensed electrical contractor; another with Mechanical checked; and, if the addition includes plumbing, another with Plumbing checked.

Suitability. Applies to the lateral or vertical extension or increase in the floor area or height of a building or structure — which is the City's own definition of when an addition needs a building permit.

Maintenance. The City adds that separate applications may be required for fenestration — windows, doors and shutters — and for roof, and that roofing also takes an HVHZ Permit Application for Roofs.

Zoning is not folded into the building permit here. The checklist asks for a completed Zoning Compliance Permit Application from a licensed contractor or owner/builder, and the published inspection list carries a Z ZONING FINAL of its own at the end of the job.

Doors and glazing, which are their own applications here

Fenestration can need a separate permit application in Pompano Beach, and every unit carries a current Miami-Dade Notice of Acceptance or Florida Product Approval, stamped by the architect or engineer of record. These are Elbaz Construction projects in South Florida; none is presented as a Pompano Beach project or as having been permitted by the City.

Tab 04 — What goes in the box

The drawings and reports the City names by title

Beyond the applications, the Pompano Beach Addition Checklist enumerates the plan set and the supporting reports individually. These are not general categories; each is a named item that has to exist.

The full plan set, listed sheet by sheet

The City names them: “Survey, Floor Plan, Foundation Plans, Building Elevations/Sections, Structural Details, Window and Door Schedule, HVAC Plans, Electrical Plans, Riser Diagrams, Plumbing Plans, Isometrics and Landscape Plans.”

Product approvals, stamped

“Current approved Miami/Dade Notice of Acceptance or Florida Product Approval for all windows, exterior doors, mullions, shutters, garage doors and roofing systems with all elements identified and stamped by Architect / Engineer of Record.” Identified AND stamped — the two are different requirements.

Truss engineering shop drawings

Signed and sealed, and stamped by the architect or engineer of record. Shop drawings arrive from a fabricator on the fabricator’s timetable, which is why this item drives programmes.

A geotechnical report for the ground

The checklist asks for a “signed and sealed Geotechnical/Sub Surface Report for foundation design recommendations” — and asks for it twice, at the top and the bottom of the list. Soil work has to happen before foundation design, not alongside it.

Energy and mechanical calculations

“Energy Calculations, Manual J Heat Loads, AHRI and Tie Down Attachment details,” plus cut sheet specifications for all equipment and fixtures being installed.

The county layer, on commercial work

For a commercial addition the checklist adds Broward County Environmental Review, Planning and Redevelopment Division approval, a Transportation Concurrency Satisfaction Certificate and Surface Water Management approval — submitted through the County ePermits OneStop portal.

The checklist ends with its own qualifier, and it is worth reading rather than skipping: “Each project is unique, so additional items may be required depending on the scope of work being done.” So this is a floor, not a ceiling. The version we work from is the one the City is publishing at the time of filing — the sheet read for this page was updated 11/09/2023.

The order Pompano Beach stops the job in

The City publishes the inspection list for an addition as numbered sequences, trade by trade. Knowing it in advance is the difference between a build that flows and one that waits, because each of these is a point at which work must stop and be looked at.

A published checklist is a gift, but only if it is worked through before filing rather than discovered during review. These are the checks that keep a Pompano Beach file out of the correction loop, in the order we do them.

Count the applications, then count the licences

Five Uniform Permit Applications with different boxes checked, plus zoning, plus tree, plus fire on commercial. Each names who may sign it, and most name a specific licensed trade.

Every application matched to a named, licensed signatory before drawings are finished.

Prevents

A complete drawing set held up by a form nobody was appointed to sign.

File Floodplain under “Other”

The flood review is a Uniform Permit Application with the Other box checked, submitted by the applicant rather than by a trade contractor. It is the single most commonly missed item on the list.

A file that is complete except for the review that governs the whole ground floor.

Book the geotechnical work early

A signed and sealed geotechnical or sub-surface report is required for foundation design recommendations. Soil work is a scheduled site visit with a laboratory turnaround behind it.

Quality check

Borings scheduled and the report in hand before foundation design is fixed.

Prevents

Designing a foundation that the ground report then contradicts.

Identify AND stamp every product approval

The checklist asks for current NOAs or Florida Product Approvals for windows, exterior doors, mullions, shutters, garage doors and roofing “with all elements identified and stamped by Architect / Engineer of Record.” Identifying and stamping are two separate acts.

Quality check

Every unit matched to a current approval and every approval stamped by the engineer of record.

Prevents

A correction cycle spent on paperwork rather than on design.

Treat trees as their own project

The tree permit has its own application, may require a Tree Protection Plan and Detail, and runs seven inspections starting with a pre-construction meeting before work begins.

Everything in this tab is from the City of Pompano Beach's own Addition Checklist, published by the Department of Development Services Building Inspections Division and updated 11/09/2023, read on 19 August 2026.

Inspections

The Notice of Commencement, and its threshold

The City publishes both the trigger and the two ways to satisfy it: “A Notice of Commencement is required to be submitted when the contract price is greater than $2,500.00. A recorded copy of the N.O.C. can be submitted with the permit application, or made available on the job site during your first inspection.” Recording happens at Broward County, which takes its own time, so the useful version of this rule is the first option.

The county layer on commercial work

For a commercial addition the checklist requires Broward County Environmental Review, Planning and Redevelopment Division approval, a Transportation Concurrency Satisfaction Certificate and Surface Water Management approval, and states that plans can be submitted to the County through the ePermits OneStop portal. Those are separate authorities with separate timescales running alongside the City review.

The High-Velocity Hurricane Zone reaches the roof application

Roofing in Pompano Beach takes an HVHZ Permit Application for Roofs in addition to the Uniform Permit Application. Every roofing system, window, door, mullion, shutter and garage door carries a current product approval, and the checklist requires those approvals to be identified on the drawings and stamped by the architect or engineer of record.

Owner/builder, and the condominium exception

The checklist provides for an Owner / Builder Statement Affidavit where the applicant uses Florida Statute 489.103 exemptions and assumes the responsibilities of a contractor. It then states one clear limit: the owner/builder option is not applicable for work in condominiums. That is worth settling before a package is assembled rather than at the counter.

The checklist itself states that “each project is unique, so additional items may be required depending on the scope of work being done.” Requirements and forms change. What actually moves a Pompano Beach budget and calendar

We do not publish prices, and we do not publish review times as if they were ours to promise — the City does not publish one either, and the figures circulating elsewhere are not the City's. What can be published honestly is which variables move them.

What moves the number

How many separate applications the scope wakes up

Five Uniform Permit Applications is the baseline for an addition, before zoning, tree, fenestration, roof and fire. Each is a document, a licensed signatory and a potential correction.

Whether the Floodplain application was filed

It is the same County form with the Other box checked, submitted by the applicant rather than by a trade contractor, and it is the item most commonly absent from an otherwise complete package.

Turnaround on things you do not control

Truss shop drawings come from a fabricator. A geotechnical report comes from a laboratory. A formboard survey comes from a surveyor. Three external timetables sit inside one programme.

Trees, and the meeting before the work

The landscape sequence opens with a pre-construction meeting and runs through protection, soil, delivery, planting and an irrigation wet test. It is a parallel project with its own seven inspections.

Product approvals, identified and stamped

Every window, door, mullion, shutter, garage door and roofing system needs a current approval identified on the drawings and stamped by the engineer of record. Choosing once, at design, is what stops this becoming a revision.

Zoning has its own final

Z ZONING FINAL is a separate inspection on a separate permit. A job is not closed because the building final passed.

The checklist is a floor, not a ceiling

The City states that additional items may be required depending on scope. A package built exactly to the list is a good package, not a guaranteed one.

Pompano Beach is one of them, and one of the most thoroughly documented. A city that publishes its whole checklist is a city you can plan against.

Questions we are actually asked

More than most people expect. The City’s Addition Checklist asks for the Broward County Uniform Permit Application five separate times with a different box checked each time — Building, Floodplain, Electrical, Mechanical and, where there is pipework, Plumbing — plus a Zoning Compliance Permit Application and a Tree Permit Application. Fenestration and roof may need their own again, and commercial work adds a Fire Review Application.

It is the same Broward County Uniform Permit Application, filed with the "Other" box checked, and the checklist says it comes from the applicant rather than from a trade contractor. Nothing about the word "other" suggests flood review, and it is not signed by any of the trades, so it is the item most commonly absent from an otherwise complete package.

The City publishes the trigger precisely: "A Notice of Commencement is required to be submitted when the contract price is greater than $2,500.00." A recorded copy can be submitted with the permit application, or made available on the job site during your first inspection. Recording happens at Broward County and takes its own time, so filing it with the application is the safer of the two.

The City publishes 25 numbered building inspections for an addition, from BLDG FOOTINGS and BLDG FORMBOARD SURVEY through to BLDG FINAL SURVEY and BLDG FINAL STRUCTURAL. On top of that, roofing adds five, zoning one, mechanical two, electrical four, plumbing three and the tree permit seven — with up to eight more for fire where it applies.

For the building permit it is BLDG FOOTINGS. But the very first inspection on the whole job is usually the tree permit’s "L – PRE-CON MEETING", which happens before work begins. It is the only inspection in the published sequence that comes before construction rather than during it.

The Addition Checklist includes a Tree Permit Application, and adds that "a Tree Protection Plan along with a Tree Protection Detail may be required if any trees are located adjacent to the work area." The tree permit then runs its own seven inspections, from the pre-construction meeting through protection, site and soil, delivery, planting, an irrigation wet test and a final landscape inspection.

The checklist requires a completed Special Inspector Form "for inspections required in accordance with F.S. 553.79(5)(a) and Broward County Administrative Amendments 110.10." It appoints a named person to the job, so it belongs in the package being assembled rather than in the paperwork produced at the end.

The Addition Checklist asks for a "signed and sealed Geotechnical/Sub Surface Report for foundation design recommendations" — and lists it twice, at the top and bottom of the required documents. Soil work is a scheduled site visit with a laboratory turnaround behind it, so it belongs before foundation design rather than alongside it.

The City asks for "current approved Miami/Dade Notice of Acceptance or Florida Product Approval for all windows, exterior doors, mullions, shutters, garage doors and roofing systems with all elements identified and stamped by Architect / Engineer of Record." Identifying and stamping are two separate requirements. Roofing additionally takes an HVHZ Permit Application for Roofs.

The checklist provides for an Owner / Builder Statement Affidavit "should the applicant utilize Florida Statute 489.103 Exemptions and assume responsibilities of a contractor," and then states one clear limit: the owner/builder option "is not applicable for work in Condominiums." So the building type answers the question before anything else is decided.

On commercial work, yes, explicitly. The checklist requires Broward County Environmental Review, Planning and Redevelopment Division approval, a Transportation Concurrency Satisfaction Certificate and Surface Water Management approval, and states that plans can be submitted to the County through the ePermits OneStop portal. Those run alongside the City review on their own timescales.

We do not publish a figure, because the City does not publish one on the material we read and the numbers circulating elsewhere are not the City’s. What is knowable in advance is the content of the package, which the City does publish in full — and completeness is the part of review time you actually control.

Yes. Zoning Compliance is a separate permit application at the start, and the published inspection list carries a "Z ZONING FINAL" of its own at the end. A job is not closed out because the building final passed.

Two of the 25 building inspections are surveyor visits — BLDG FORMBOARD SURVEY near the start and BLDG FINAL SURVEY near the end. There is also a BLDG BLOWER DOOR TEST CERTIFICATE, which is a specialist test rather than a visual inspection, and BLDG ENGINEER REPORTS, which appears in the sequence in its own right.
