Tab 01 — How a file reaches the counter

Two accepted routes.
The Village names
both of them.

Most municipal pages describe what a submittal must contain. El Portal starts one step earlier, with how it arrives — and that is the step that quietly costs projects here.

The Village publishes its submission routes as a numbered choice: “PROCESS OPTION 1, HARD COPY DROP OFF VIA APPOINTMENT ONLY” and “PROCESS OPTION 2, ELECTRONIC PLAN REVIEW SUBMISSION VIA WEB PORTAL.” Two routes, and the hard-copy one is not a counter you can simply walk up to — it is by appointment.

The Village then rules out the route most people default to. Plans should not be emailed, it says, “as it will delay the review process.” That is not a formality. A set sent to an inbox has not entered either published route, so nothing has started, and the clock everyone assumes is running is not running at all.

Accepted submission routes

A hard-copy drop-off by appointment, or an electronic submission through the plan review portal. The Village names both, and names no third.

Inspection days each week

“All inspections are done on Tuesdays and Thursdays between 10:00 am and 2:00 pm.” A four-hour window, twice a week, which is a programme constraint before it is an administrative one.

Digits in the folio number

A Village permit application is tied to the property’s folio — the thirteen-digit number off the tax statement or the Miami-Dade County Property Appraiser. The file is keyed to the parcel, not to the owner.

Tab 02 — Who handles what

One department, one portal, and the county behind both

El Portal is a small Village and its building function is compact, which is an advantage once you know where each question lands. These are the four places an El Portal project is actually decided.

Permit intake, plan review and the permit itself

The department sits at 500 NE 87th Street and publishes office hours of Monday to Friday, 8:30 a.m. to 4:30 p.m. It maintains a “Permit Package Requirements” document and separate inspection checklists that vary by project type — roofing and solar each have their own — so the contents of a package are a function of the scope, not a single universal list.

Suitability. Applies to any construction, enlargement, alteration, repair, move, demolition or change of occupancy. The Village states the application comes first and the permit follows; there is no informal route.

Maintenance. The department also runs code enforcement, and a Code Enforcement Committee sits over it. Work that proceeds without a permit does not become a permitting question; it becomes an enforcement one.

El Portal adopted a Form-Based Code in 2017 and publishes a Village Urban Code with a summary matrix, Design Guidelines, and a Comprehensive Plan dated 2020. Walls and fences carry their own ordinances — 2019-04 and 2020-10 — with published fence location diagrams. Variances go through a Planning & Zoning application.

Tree removal in El Portal is handled as a DERM Tree Removal application administered through the Village, so a tree question is a county environmental instrument even though it is filed locally. On a lot with mature canopy this is frequently the item that sets the programme, not the building work.

The High-Velocity Hurricane Zone

The product layer that applies to every opening

El Portal sits in Miami-Dade County, which is inside the High-Velocity Hurricane Zone. Windows, doors, roofing and anything else attached to the envelope carry product approvals with tested pressure ratings and an anchor schedule the installer follows exactly. That is a state and county layer the Village does not set and cannot waive.

Tab 03 — What the openings look like

Doors, windows and the walls they sit in

An El Portal package is mostly about the envelope: what is being cut into it, what is being put back, and what product approval covers the thing that goes in the hole. These are Elbaz Construction projects in South Florida; none is presented as an El Portal project or as having been permitted by the Village.

Six things to settle before anything is delivered

El Portal does not publish a single universal checklist. It publishes a Permit Package Requirements document and inspection checklists that vary by project type, and it publishes how a package may arrive. So the work before delivery is working out which of those apply.

Which route this file takes

Hard-copy drop-off by appointment, or electronic submission through the portal. The choice is made before the set is packaged, because the two routes want the same drawings prepared differently.

The folio, first

The application is keyed to the property’s thirteen-digit folio number from the tax statement or the County Property Appraiser. Getting it wrong attaches the file to the wrong parcel.

The scope-specific checklist

Roofing has its own inspection checklist; solar has another. The department’s Permit Package Requirements document is the starting point and the scope decides what is added to it.

Owner-builder, or not

The Village publishes an Owner Builder Affidavit with its own instructions. If it applies it is part of the package; if it does not, a registered contractor signs instead. That is decided early, not at the counter.

The Notice of Commencement

Named by the department among the documents a package carries. It is recorded, not simply signed, and the recording is what makes it usable.

Trees, before design is fixed

A DERM Tree Removal application is administered through the Village. On a lot with mature canopy the tree question can change the footprint, so it is asked at survey stage rather than after the drawings are finished.

None of that is unusual on its own. What is specific to El Portal is that the Village has told you, in advance, that a set which arrives by email has not arrived — so a package that is right in every respect can still be sitting still. The delivery route is decided first here, and everything else is built to suit it.

What happens after the package is handed over

The Village publishes the two ends of this sequence clearly — how a submittal arrives, and when an inspector is available. These are the steps in between, in the order they actually run.

Seven things we do because of how El Portal files

The Village's published rules are short, which makes them easy to read and easy to underestimate. These are the checks that keep an El Portal file moving, in the order we do them.

Pick the delivery route first

Before the set is packaged we decide whether this file goes in as a hard-copy drop-off by appointment or through the electronic plan review portal, because the two want the same drawings prepared differently.

Quality check

The route chosen and the appointment or portal account in place before drawings are finalised.

Prevents

A finished set with nowhere legitimate to go, and a week lost finding out.

Verify the folio, not the address

The application is keyed to the thirteen-digit folio number from the tax statement or the County Property Appraiser. We read it off the record rather than off a listing or a letterhead.

Quality check

Folio checked against the Property Appraiser record for the parcel.

Prevents

A file opened against the wrong parcel, which is not a quick correction.

What the Village publishes about its own process

El Portal's Building & Zoning Department publishes a compact set of rules. Everything in this tab is the Village's own, read on 19 August 2026.

Filing

Two accepted routes: hard copy drop off via appointment only, or electronic plan review submission via web portal.

The standards that apply to a specific parcel are read off that code — we do the lookup rather than assuming them from a neighbouring lot.

Fences and walls have their own ordinances

The Village publishes two ordinances specifically for walls and fences — 2019-04 and 2020-10 — alongside visual fence location diagrams. On a village-scale lot a boundary treatment is one of the more visible things anyone builds, and it is regulated in its own right rather than as an afterthought to the main permit.

Trees are a county instrument filed locally

Tree removal runs as a DERM Tree Removal application administered through the Village. It is a Miami-Dade environmental instrument even though it is handled at Village level, and on a lot with established canopy it can shape the footprint. We ask the question at survey stage.

The High-Velocity Hurricane Zone applies here

El Portal is in Miami-Dade County and therefore inside the HVHZ. Windows, doors, roofing and anything attached to the envelope carry product approvals with tested pressure ratings and an anchor schedule the installer follows exactly. That layer comes from the state and the county; the Village does not set it and cannot waive it.

Tab 11 — What moves the programme

What actually drives an El Portal budget and calendar

We do not publish prices, and we do not publish review times as if they were ours to promise. What can be published honestly is which variables move them — and in a village that inspects twice a week, the calendar variables are not the usual ones.

What moves the number

The inspection week, more than anything else

Two days, four hours each. A programme that assumes an inspector is available on demand will drift, and the drift compounds, because every missed window is a minimum of one further day and often three.

Whether the package arrived by an accepted route

A set that was emailed has not entered either published route. Nothing is in review, no status updates are being generated, and the time is simply gone.

The condition of the property record

The application is keyed to the folio, and older El Portal properties frequently have gaps in what was permitted before. Reconstructing that is real work and it happens before design is finished.

Canopy, and the DERM application behind it

Tree removal is a county environmental instrument filed through the Village. On a lot with mature trees it can change the footprint, which makes it a design input rather than a site-clearance task.

The form-based code, read for this parcel

A form-based code regulates shape and placement. What a specific lot may carry is read off the Urban Code and its summary matrix, and the answer differs between parcels that look identical from the street.

HVHZ product approvals on every opening

Every window, door and roof element carries an approval with a tested pressure rating and an anchor schedule. Choosing the product once — at design, not at ordering — is what keeps that from becoming a revision.

What happens after issue

A permit is not the end of the paperwork

The approved package is downloaded and then lives on the job. The inspection sequence runs against it for the rest of the build.

Inspections are booked, not requested

Every one of them is a call by 4:00 PM the previous day. It is the cheapest discipline on any El Portal job and the easiest to drop.

Code enforcement is a separate route

The department runs enforcement as well as permitting, with a Code Enforcement Committee above it. Work done without a permit does not stay a permitting question.

Revisions go back through the same routes

A change after issue is a revision to the file, delivered by one of the two accepted routes, not an informal adjustment on site.

The folio outlives the project

Everything filed attaches to the parcel record. What is filed well now is what the next owner, lender or surveyor will find.

Tab 12 — What an inspector comes to see

One contractor, application through certificate

Design-build means the people who assemble the package are the people who build to it. A delivery rule and a construction detail get solved in the same conversation.

El Portal is one of them, and one of the smaller ones. Filing across three counties is how we know that a village which publishes its rules plainly is easier to work in, not harder.

Two ways, and the Village names both. "PROCESS OPTION 1, HARD COPY DROP OFF VIA APPOINTMENT ONLY" or "PROCESS OPTION 2, ELECTRONIC PLAN REVIEW SUBMISSION VIA WEB PORTAL." The hard-copy route is by appointment; it is not a walk-up counter.

No. The Village asks specifically that plans not be emailed, because it "will delay the review process." A set sent to an inbox has not entered either of the published routes, so no review has started — which is worse than late, because nothing is happening at all.

The Village publishes it plainly: "All inspections are done on Tuesdays and Thursdays between 10:00 am and 2:00 pm." That is a four-hour window, twice a week, and it is the single biggest scheduling constraint on a build here.

By calling the day before by 4:00 PM. Missing that call does not delay an inspection by an hour; it moves it to the next published inspection day, which can be three days later.

The property’s thirteen-digit folio number, from the tax statement or the Miami-Dade County Property Appraiser. The application is keyed to the parcel, so the folio is what attaches your file to the right property.

Not a single universal one. The department maintains a "Permit Package Requirements" document, and inspection checklists that vary by project type — roofing and solar each have their own. Which lists apply is a function of your scope.

Once your submittal is approved the Village contacts you with the fee and it is paid by credit card, after which the approved permit package is downloaded. The Village stated in March 2018 that it "WILL NO LONGER ACCEPT CASH AS A FORM OF PAYMENT" — card, cheque, money order or cashier’s cheque.

For an electronic submittal the Village commits to this: "Once submitted you will be automatically and periodically updated on the status of your electronic review process." You are told rather than having to ask, and the updates are the record of where the file is.

A form-based one. The Village adopted a Form-Based Code in 2017 and publishes a Village Urban Code with a summary matrix, Design Guidelines, and a Comprehensive Plan dated 2020. A form-based code regulates the shape and placement of a building rather than only its use, so it shapes a design from the first sketch. What applies to a specific address is read off that code.

Walls and fences are regulated in their own right here: the Village publishes two ordinances for them, 2019-04 and 2020-10, together with fence location diagrams. Treat a boundary treatment as its own piece of work rather than as an addition to another permit, and check the diagrams for the location you have in mind.

Tree removal in El Portal is handled as a DERM Tree Removal application administered through the Village — a Miami-Dade environmental instrument filed locally. On a lot with established canopy the answer can change a footprint, which is why the question belongs at survey stage rather than after the drawings are done.

El Portal is in Miami-Dade County, which is inside the High-Velocity Hurricane Zone. Every window, door, roof element and anything else attached to the envelope carries a product approval with a tested pressure rating and an anchor schedule the installer follows exactly. That requirement comes from the state and the county, not from the Village.

The Village publishes an Owner Builder Affidavit with its own instructions, so the route exists where it applies. Whether it applies to your project is worth settling before the package is assembled, because the affidavit is part of the package rather than something added at the counter.
