Most cities want a plan set as a set. Boca Raton wants it disassembled — and the reason it gives is the most sensible one on any municipal page in this batch.

South Florida project by Elbaz Construction: a structural drawing set and calculation package assembled for permit submission. In Boca Raton this arrives as separate files, not as one.

The City runs two systems and is explicit about what each one is for. “The first system is Boca Ehub. Here you will apply for your permit, check permit status, pay your fees, schedule inspections and search public records.” And then: “Boca Eplans, also known as ProjectDox. Here is where you upload your permit files for plan review.” Applying and filing are separate acts in separate places.

Inside ePlans the rule that changes how a set is produced is this: “Each plan sheet needs to be its own separate file so that if there is a correction or later revision only that sheet needs to be revised and not the whole set.” The exceptions are named — “Some documents such as product approvals, specification cut sheets and energy calculations can be multiple page pdfs” — and the format is not negotiable: “We only accept PDF files.”

Where a Boca Raton file actually lives

Four things stand between an idea and an issued permit here, and they are not all software. Knowing which is which is the difference between a first submittal that lands and one that sits in prescreen.

This is the system that changes how a set is produced. Every plan sheet is uploaded as its own PDF, “so that if there is a correction or later revision only that sheet needs to be revised and not the whole set.” Product approvals, specification cut sheets and energy calculations may be multi-page. Nothing but PDF is accepted.

Suitability. Applies to every permit that needs plan review. The permit application you completed when you applied also has to be uploaded here — it does not travel across from the other system by itself.

The City publishes prescreen as a status in its own right: “Prescreen: permit technicians are checking or waiting for required items from applicant.” A file in prescreen has not reached a reviewer. It is waiting on the applicant, and it will wait indefinitely if nobody notices.

What an outdoor scope looks like when every sheet is separate

A covered outdoor structure is a foundation, a frame, a roof, an electrical layout and often a kitchen — several sheets, and in Boca Raton several files. These are Elbaz Construction projects in South Florida; none is presented as a Boca Raton project or as having been permitted by the City.

Tab 04 — Producing a set that uploads

Six things that change when every sheet is a file

The one-sheet-one-file rule sounds administrative. It is actually a production rule, and it changes how drawings are made rather than just how they are sent.

Sheets have to be self-contained

If a reviewer can open one sheet without the others, that sheet has to carry enough context to be read. Cross-references that assume the reader is holding the whole set stop working.

Naming becomes structural

The City publishes file naming conventions separately, because in a system of individual objects the name is how a sheet is identified, versioned and matched to a comment.

Revisions are surgical, which is the point

“If there is a correction or later revision only that sheet needs to be revised and not the whole set.” That is a genuine saving on a long project, provided the set was built to be taken apart.

Some documents stay whole

Product approvals, specification cut sheets and energy calculations may be multi-page PDFs. Those are documents rather than drawings, and the City treats them differently on purpose.

PDF, and nothing else

“We only accept PDF files.” Native formats, images and compressed archives are not a route, so the export step is part of the production process rather than an afterthought.

The application itself is a file too

The permit application produced when you applied in eHub also has to be uploaded into ePlans. It does not travel between the two Boca Raton systems on its own, and a package missing it is a package waiting in prescreen.

The City's stated reason for all of this is sound: it makes revision cheap. But it makes revision cheap only if the set was drawn to come apart. A Boca Raton set produced as one document and then split at the end inherits every cross-reference and every naming inconsistency it had, and the saving disappears at exactly the moment it was supposed to arrive.

The City publishes this as six steps. What is worth noticing is where the waiting is, because two of the pauses are structural rather than incidental.

Seven things we do because of how Boca Raton takes a set

The City's rules are unusually specific about production, so the work moves forward in the programme. These are the checks that keep a Boca Raton file moving, in the order we do them.

Draw the set to come apart

Every sheet is produced to stand on its own, because every sheet will be opened on its own. Cross-references that assume the whole set is in front of the reader are removed before issue.

Each sheet checked for standalone legibility before export.

Read the naming conventions before drafting

The City gives its reason: so that “if there is a correction or later revision only that sheet needs to be revised and not the whole set”. That is a real saving across a long project. But it only materialises if the set was drawn to come apart. A set produced as one document and split at export carries every cross-reference and naming inconsistency with it, and the saving evaporates exactly when it was supposed to arrive.

Prescreen is not review, and the difference costs weeks

The City publishes prescreen as its own status: “permit technicians are checking or waiting for required items from applicant.” A file sitting in prescreen has not reached a plan reviewer and is waiting on the applicant. Read as progress, it is weeks of nothing happening; read correctly, it is an action item with a name attached.

The mid-cycle rule rewards coordination

“We only accept corrections once the review cycle is complete. Attempts to submit corrections mid-cycle will not be accepted.” The instinct on receiving an early comment is to fix it immediately. Here that is wasted effort. The productive response is to gather every discipline’s comments, reconcile them against each other, and submit one coordinated resubmittal — which is what a reviewer would rather receive in any case.

Two accounts, two purposes, one project

Applying happens in eHub; filing happens in Boca ePlans. Fees, status and inspections are eHub; drawings and corrections are ePlans. The permit application document produced by the first has to be uploaded into the second, which is the single most common reason an otherwise complete package waits in prescreen.

What actually drives a Boca Raton budget and calendar

We do not publish prices, and we do not publish review times as if they were ours to promise — the City publishes no duration on the material we read, and the figures circulating elsewhere are not the City's. What can be published honestly is which variables move them.

One sheet per file is the City’s rule and its reason is revision economy. A set produced as one document and split at the end inherits every cross-reference problem and delivers none of the saving.

How the files are named

In a system of individual objects the name is the identifier. The City publishes conventions separately; applying them at creation costs nothing and applying them afterwards costs an evening.

Whether prescreen was recognised for what it is

A file waiting on the applicant looks exactly like a file in review to anybody not reading the status carefully. That misreading is the most expensive thing on this list.

Whether the application was uploaded into ePlans

It does not travel from eHub by itself. One missing document holds an otherwise complete package at the first gate.

How disciplined the correction response is

Mid-cycle corrections are refused, so the only productive response is one coordinated resubmittal after the cycle closes. Partial answers are effort spent to no effect.

How many scopes are hiding in an outdoor project

A covered structure is foundation, frame, roof, electrical and often gas and water. Each is sheets, and here each sheet is a file.

Boca Raton is one of them, and the one with the most specific production rules. A city that tells you how it wants files is a city you can prepare for.

We do not publish a figure. The City does not publish one on the material we read, and the durations quoted on third-party permitting sites are not the City’s. What is controllable is the completeness and the production quality of the submittal, which is where we put the effort.

We do not publish fee figures on these pages. Boca Raton publishes its deposit and its total permit fee as percentages of contract value, so the amount depends entirely on your project. The City is the right source for the current figures, and it publishes them plainly.

Because revisions become surgical. The City’s own reason is that "only that sheet needs to be revised and not the whole set" — on a long project with several revisions that is a genuine saving. The catch is that it only arrives if the set was drawn to come apart in the first place.
