Most municipal checklists describe what a good application contains. The Royal Palm Beach one starts somewhere more useful: what has to be there before the Village will take the file at all.

South Florida project by Elbaz Construction: a structural drawing set and calculation package assembled for permit submission. The acceptance gate is passed or failed on exactly this.

The Village’s Building Requirements Summary opens with its own purpose: “In order for the Building Division to accept an application for a building permit, the application must (AS A MINIMUM) include the following.” That is an acceptance test, not an approval test, and the distinction is the most useful thing on the document.

The minimum is four items: permit applications of primary and sub-trades “properly completed with current contractors’ registrations”; one (1) complete set of plans with the address clearly marked on each page; a recorded Notice of Commencement; and a vegetation removal permit if required. Miss one and nothing has been submitted — not submitted badly, not submitted.

What Royal Palm Beach checks before it takes the file

The acceptance minimum is short, and every item on it depends on somebody other than the applicant. That is what makes it a genuine gate rather than a formality.

One complete set of plans

With the address on every single page

The Village asks for “One (1) complete set of plans (address must be clearly marked on each page)”, and repeats the point in its notes: “Address shall be clearly marked on all plan sheets and documents” and “Designer’s name and address shall be on all plan sheets.” Two attributions, on every sheet, without exception.

Suitability. Applies to any new single-family or two-family dwelling permit. The plan set itself is enumerated to fifteen named items, so ‘complete’ has a published meaning here rather than a conventional one.

Maintenance. Legibility is a stated requirement too: “All drawings shall be designed to scale and legible (minimum 1/8″ – 1″).” A drawing that cannot be read at the published minimum scale is not a drawing that complies.

The elements a plan set describes sheet by sheet

Royal Palm Beach enumerates the plan set to fifteen named items, and product approvals for roofing, doors and windows are one of them. These are Elbaz Construction projects in South Florida; none is presented as a Royal Palm Beach project or as having been permitted by the Village.

What "a complete set of plans" means in Royal Palm Beach

The acceptance minimum asks for one complete set. The Village then defines completeness by enumeration, and several of the fifteen items depend on somebody with their own timetable.

Survey with FEMA flood zone designation

Not just a survey. The flood zone designation has to be on it, which means the surveyor has to be told that before the survey is produced rather than asked for it afterwards.

Soil borings and a soil engineer’s report

A site visit and a laboratory turnaround, feeding foundation design. This is the longest-lead technical item on the list and it belongs at the very start of a programme.

The drawings themselves

Site plan — which may be combined with the survey and must show proposed and existing elevations — floor plan, elevations on all sides, foundation plan and section, roof framing plan, and exterior wall, interior wall and roof sections.

Product approvals or NOAs for the envelope

For all exterior components: roofing, doors and windows. Each is a document obtained from a manufacturer and matched to what is actually specified.

Services and calculations

Plumbing riser diagram, HVAC plan, electrical plan with riser diagram and panel schedule, and energy calculations “on State approved form”. The form matters as much as the numbers on it.

Two documents that are not drawings at all

A “breakdown of square foot areas (living/per unit, porch, garage, etc.)” and a recorded warranty deed. The deed is proof of who owns the property, and recording it is somebody else’s timetable again.

The Village closes the document with its own honest qualifier: “THIS CHECKLIST IS PROVIDED AS A COURTESY ONLY AND SHALL IN NO WAY RELIEVE THE APPLICANT FROM THE RESPONSIBILITY OF COMPLIANCE WITH ALL FEDERAL, STATE AND/OR LOCAL LAWS. THE VILLAGE DOES NOT WARRANT THAT THESE ARE THE ONLY APPLICATION REQUIREMENTS.” Which is worth reading rather than skipping: it is a floor, and it says so.

This is the part of the Village's document that shapes a build programme most. Between permit issue and the certificate of occupancy, five certifications have to be FILED — and three of them come before one specific event.

Seven things we do because acceptance is its own gate

When a village publishes what it will accept, the whole game is getting through that gate on the first attempt. These are the checks we do, in the order we do them.

Record the Notice of Commencement early

The acceptance minimum requires it recorded, and recording happens at the county on the county’s timetable. It is started weeks before the application, not days.

The NOC recorded and in hand before the application is assembled.

Ask the vegetation question at survey

⚠️ The checklist names an older code edition — and this matters

Note 4 of the Village’s Building Requirements Summary states that structural design shall conform to a 2004 edition of the Florida Building Code, and the document’s own file stamp dates it to 2008. That edition has long been superseded. We reproduce the checklist’s structure and its acceptance requirements here because they remain genuinely useful, but we do not repeat that code reference as a live requirement: the current edition governs, and we confirm the current position with the Building Division on every file rather than reading it off a published summary. If you are working from that document yourself, this is the line to check first.

Acceptance is not approval, and the difference is the point

The Village opens by defining what it takes to have an application accepted. That is a gate before review, and it is short: trade applications with current registrations, one complete set of plans, a recorded Notice of Commencement, and a vegetation removal permit where one is required. Three of those four depend on somebody else’s timetable — the county recorder, the contractor registration, the vegetation permit — which is precisely why the gate catches people.

Three certifications share one immovable deadline

The form board (tie in) survey, the soil poisoning certificate and the compaction test are each marked prior to pouring slab. They involve three different specialists and they all resolve to the same date, and a slab pour is one of the harder events in construction to move once concrete and crew are booked. On a Royal Palm Beach programme this is the single most valuable thing to sequence early.

The plan review fee is a percentage, and it is non-refundable

The Village publishes it as a proportion rather than a figure: 30% of the estimated permit fee, credited to the building permit fee when the permit is issued, and non-refundable. All fees must be paid in full before permits are released. We publish the percentage because the Village does; we do not publish dollar amounts on any of these pages, because the amount depends entirely on the project.

What actually drives a Royal Palm Beach budget and calendar

We do not publish prices, and we do not publish review times as if they were ours to promise — the Village publishes none. What can be published honestly is which variables move them, and here most of them sit before the file is even accepted.

What moves the number

Whether the Notice of Commencement was recorded in time

It is in the acceptance minimum and recording is the county’s timetable. This is the commonest reason a complete package is not accepted on the day it was ready.

Whether vegetation removal is in play

That permit sits inside the acceptance minimum too, so on a lot needing clearing it is a prerequisite to the building file rather than a parallel task.

Survey scope and timing

The survey must carry its FEMA flood zone designation, and a second surveyor visit is required for the form board tie-in before the slab. Two appointments, at opposite ends of the job.

Soil work

Borings and an engineer’s report feed foundation design, and they involve a site visit and a laboratory turnaround that cannot be compressed at the end.

The three pre-slab certifications

One contractor, acceptance through certificate

Design-build means the people who cleared the acceptance gate are the people booking the pre-slab certifications. Nothing is lost in a handover, because there is no handover.

Royal Palm Beach is one of them, and one of the clearest about where its gate is. A village that publishes its acceptance minimum is a village you can pass first time.
