Elbaz Construction is a licensed Florida building contractor based in downtown Miami. We take on kitchen remodeling, bathroom remodeling, whole-home renovation, home additions and new construction projects in 104 municipalities across Miami-Dade, Broward and Palm Beach counties. How the three counties differ
- Permits are local. Almost every city issues its own building permits. The counties permit their unincorporated areas: Miami-Dade through RER, Broward through its Building Code Division, and Palm Beach through Planning, Zoning & Building.
- Hurricane zone. Miami-Dade and Broward are in the Florida Building Code’s High-Velocity Hurricane Zone, which has stricter impact requirements for windows, doors and roofing. Palm Beach County is not.
- Flood rules. In FEMA flood zones, a project costing 50% or more of a building’s value requires the whole house to meet current flood rules. Since 2025, Florida cities can no longer add up permits over a look-back period. See our guide to the 50% rule.
