The service, defined
Two-story ADU construction delivers an accessory dwelling on two levels rather than one — typically living, kitchen and bathroom below with sleeping above, or a garage or workspace at grade with a complete dwelling over it. Everything a single-storey ADU needs, plus a stair, a floor structure, and a height and setback conversation with the municipality.
It serves owners whose lot coverage is already used up, sites where a bigger footprint would take the yard or the drainage, and anyone who wants genuine separation between where you sleep and where you sit. The construction is more demanding at every stage: heavier foundations, a real floor system, stair geometry that has to comply, and egress from an upper level.

Height is the first constraint here and it is not negotiable. Municipal height limits, setbacks that increase with height, and — near the coast — base flood elevation all interact, so a two-storey ADU can be the answer to lot coverage while creating a new problem with height. Wind design also gets more demanding the taller the structure, which shows up in the foundation and the connections long before it shows up in the finish.

Open above, or closed
Seen on these projects. An open loft over a double-height living space feels far larger than its area and brings daylight deep into a small plan.
Other options. A closed second floor gives you real acoustic and thermal separation and a room that can be a bedroom in every sense. The loft is the better photograph; the closed floor is the better bedroom.
Straight, winder or spiral
Seen on these projects. A straight run against a wall is the most comfortable to use and the easiest to comply with, and the space beneath it is usable — for laundry, as on this project.
Other options. Winders and spirals recover floor area and make moving furniture miserable. A spiral is rarely acceptable as the only means of egress from a sleeping level, so check that before falling in love with one.
Sized for two storeys
Seen on these projects. A second level roughly doubles what the foundation carries and significantly increases uplift and overturning under wind load. The engineering is genuinely different, not a scaled-up version of a single-storey slab.
Other options. There is no economy available here. Under-designing the foundation is the one saving that cannot be corrected later without demolishing what sits on it.
Not optional
Seen on these projects. Sleeping rooms above grade need code-compliant egress — normally an openable window of a defined size and sill height, in addition to the stair.
Other options. This constrains window selection and placement on the upper level, so it belongs in the design from the first sketch rather than in a plan-review comment later.
A neighbour problem
Seen on these projects. Upper-level windows placed and sized so the unit does not look directly into neighbouring bedrooms or yards — high-level glazing, skylights and careful orientation.
Other options. Ignoring it is the fastest route to an objection during review and a permanently poor relationship with the people next door.

Process
Feasibility comes first because a two-storey ADU can be prohibited outright by height or setback rules. Nobody should pay for a design before that question is answered.

Technical brief
An ADU is regulated by your municipality, not by the state. Two storeys adds height, setback and egress questions on top of every rule that applies to a single-storey unit.


There is no single Florida rule that entitles you to build an ADU. Miami-Dade, Broward and Palm Beach municipalities each set their own, and they differ materially — including whether a second storey is allowed at all.
Maximum height for an accessory structure is usually lower than for the main house, and it is measured to a defined point that the code specifies. This is the single commonest reason a two-storey ADU does not proceed.
Some codes increase the required setback as the structure gets taller, which can push a viable single-storey position into an unbuildable one at two storeys.
Two storeys reduces the footprint but not the floor area, and many codes cap both independently. Meeting coverage does not mean you have met floor area.
In a flood zone the finished floor must sit at or above base flood elevation. That raises the whole structure before the second storey is even added, and it counts against the height limit.
Sleeping rooms above grade require compliant egress. It shapes window sizes and sill heights, and it will be checked on site, not just on paper.
Rise, run, width, headroom and handrails are all prescribed. A stair that fits the plan but not the code fails inspection after it is built.
Separate or sub-metered services, sewer or septic capacity, and impact fees that are frequently the largest single line nobody budgeted for.
Some municipalities require additional parking, owner occupancy of one unit, or restrict short-term rental. These conditions attach to the approval.
Where an association exists it can restrict or prohibit an ADU regardless of what the municipality permits, and a two-storey structure attracts the most scrutiny.

A second storey roughly doubles gravity load and significantly increases uplift and overturning under wind. That is designed into the foundation, not added to it afterwards.
It carries live load, ties the walls together and forms part of how the building resists lateral force. Its depth also drives the overall height.
Floor structure depth, ceiling heights and — in a flood zone — the required finished floor elevation all consume the height allowance before the roof is considered.
Roof to upper walls to floor system to lower walls to foundation, connected at every junction. In a high-wind region this connection chain is the building.

Cost and timeline
We do not publish prices for ADU construction. A two-storey unit is not a single-storey unit plus a percentage — the foundation, structure and stair change the cost base. Our proposals break the scope down so you can see where it goes.

It depends entirely on your municipality and your lot. Some permit two storeys, some cap accessory structures at a height that rules it out, and some prohibit detached ADUs altogether. There is no statewide entitlement, and anyone who tells you otherwise has not checked your code.
Height, more often than anything else. The maximum height for an accessory structure is typically lower than for the main house, and once you account for floor structure depth and — in a flood zone — a raised finished floor, the allowance disappears quickly.
Because the footprint is the constraint. Where lot coverage, setbacks, drainage or simply the yard you want to keep will not allow a larger single-storey unit, building up is the only way to the accommodation you need.
They can raise concerns during review, and overlooking is the concern they raise. Designing upper-level windows so the unit does not look into their bedrooms is both good manners and good strategy.
Yes. A second storey roughly doubles what the foundation carries and increases uplift and overturning under wind load. It is engineered as a two-storey structure from the start — you cannot add a level to a foundation designed for one.
Only if the existing foundation and walls were designed for it, which is rare unless it was planned that way. An engineer has to assess it, and the honest answer is frequently that new construction costs less than the strengthening would.
Taller structures see higher wind pressures and more uplift. That is handled by engineering the load path and the connections, and by impact-rated openings — the same principles as any new dwelling here, applied more demandingly.
More than people expect, on both levels, plus headroom clearance. That is exactly why the stair position is decided at the first design pass rather than fitted in afterwards, and why the space beneath it is worth using.
It saves floor area and it is generally not acceptable as the sole means of egress from a sleeping level, quite apart from being difficult to live with. Check the egress requirement before designing around one.
A loft open to the space below feels much larger and shares daylight, but it shares sound and conditioned air too. A closed second floor gives a real bedroom with privacy. If someone is living there permanently, close it.
It needs an independent kitchen and bathroom, which means water, waste and power to the unit. Whether they are separately metered or sub-metered depends on your municipality and on whether you intend to rent it.
That is one of the genuine early stops. Capacity is checked in feasibility, because the fix — an upgraded septic system or a sewer connection — can be a large enough number to change the whole decision.
Often yes for long-term tenancy, and short-term rental is restricted or prohibited in many municipalities. Some approvals also require the owner to occupy one of the two units. These conditions attach to the permit, so read them before you plan around rental income.
Rarely. You save on roof and foundation area, and you pay for a heavier foundation, a structural floor, a stair, more engineering and a harder build. Two storeys is the answer to a footprint constraint, not to a budget one.
Longer than a single-storey unit, and the variable part is permitting rather than construction. We will not quote weeks here, because feasibility and review times differ by municipality — we give you a programme once we know which one you are in.
